Non-Emergency Medical Transportation


We want to help you get rides to and from your doctor’s appointments. We work with agencies to help you get to your healthcare appointments. The program is called Non-Emergency Medical Transportation (NEMT).

What is NEMT?

Non-Emergency Medical Transportation is how you can get a ride to a covered healthcare appointment. This is for scheduled health care appointments, not emergencies. There are many ways we can help you get to your appointment. Examples are:

  • Bus pass or taxi service.
  • A ride from a volunteer driver.
  • Wheelchair-accessible vehicle service.
  • Stretcher vehicle.
  • Reimbursement for driving yourself (if you tell us before the appointment).
  • Non-emergent ambulance is arranged by your clinical provider and the ambulance company, not the NEMT Brokerage.

Who can get a ride?

You can get free rides from your NEMT provider if:

  • You are covered by PacificSource insurance through the Oregon Health Plan (Medicaid) in Central Oregon, the Columbia Gorge, and Lane, Marion, or Polk counties.
  • You are traveling to a covered healthcare appointment or other health care service, such as Health-Related Services. For members who have Medicaid and Medicare insurance, the ride can be provided to Medicaid or Medicare covered appointments.
  • You need help getting there.

The NEMT provider providing your ride will be able to answer questions about getting a free ride.

Lane Community Health Council


The Lane Community Health Council (LCHC) collaborates closely with physicians, hospitals, other healthcare providers and local community organizations to improve the health and well-being of residents in our region. The LCHC governs our local Coordinated Care Organization (CCO), PacificSource Community Solutions, in agreement with the Oregon Health Authority (OHA), serving Medicaid members enrolled in the CCO on the Oregon Health Plan (OHP). The LCHC works to guide the design, development and implementation of strategic initiatives in support of the CCO, in service to the mission of better health, better care and better value for our members in Lane County.

Members of the Board of Directors of the Lane Community Health Council include local community leaders across the spectrum of the Medicaid healthcare system as well as influential voices in education, community advocacy and social determinants of health and equity. The Council has dedicated seats for consumers who directly represent the region at large. Broad duties of the Health Council include, but are not limited to: oversight of the global CCO budget, community stakeholder outreach and oversight of the Community Advisory Council (CAC), and facilitation across various workgroups and committees in support of improving the health of our region.

Community Advisory Council


Community Advisory Council (CAC)

PacificSource Community Solutions partners with the Lane Community Health Council (LCHC) to perform the governance role and functions for the CCO in Lane County. As of January 1, 2020, there are two CCOs in Lane County: Trillium Community Health Plan and PacificSource Community Solutions. Both CCOs have partnered to share a combined Community Advisory Council (CAC), in order to ensure one collective, coordinated CAC provides community engagement and input for all CCO members in Lane County.
